Public Notice - Environmental Permit PURPOSE OF NOTICE: To seek public comment on a proposed modification of a permit that authorizes the land application of biosolids and water treatment plant residuals in King William County, Virginia. PUBLIC COMMENT PERIOD: February 7, 2018 - March 9, 2018. PERMIT NAME AND NUMBER: Virginia Pollution Abatement Permit No. VPA00826 issued by the Virginia Department of Environmental Quality (DEQ), under the authority of the State Water Control Board. APPLICANT NAME AND ADDRESS: Recyc Systems, Inc., P O Box 562, Remington, VA 22734. PROJECT DESCRIPTION: Recyc Systems, Inc. has applied for a permit modification to add 739.5 acres of agricultural at 2 sites to an existing permit. The permit authorizes the land application of biosolids and water treatment plant residuals as fertilizer to specific sites in King William County, and limits the application of nutrients, metals, and pathogens contained in these materials to amounts that protect water quality and human health. Based on comments received on the draft permit, DEQ may make a final decision on the permit, or hold a public hearing on the draft permit, in which case, the State Water Control Board would make the final decision on the permit. HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by hand-delivery, e-mail, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the permit number, name, mailing address and telephone number of the commenter/requester. A request for a public hearing must also include 1) Name and permit number for which the hearing is requested. 2) The reason why a public hearing is requested. 3) A brief, informal statement regarding the nature and extent of the interest of the requester, including how and to what extent such interest would be directly and adversely affected by the permit. 4) Specific references, where possible, to terms and conditions of the permit with suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial disputed issues relevant to the permit.
