Public Hearing PUBLIC NOTICE NEW KENT COUNTY PLANNING COMMISSION Notice is hereby given that a public hearing will be held on Monday, December 18, 2017 at 6:30 PM or as soon thereafter as possible in the Boardroom of the New Kent County Administration Building located at 12007 Courthouse Circle, New Kent, VA 23124, where the Planning Commission of the County of New Kent will, in accordance with Sections 15.2-407 and 15.2-2204 of the Code of Virginia, as amended, consider the proposed FY19 Land Development Fees and Zoning & Subdivision Fees set forth below, and may or may not take action: Building Development Fee Description Current Fee Proposed Fee Temporary Certificate of Occupancy - Residential $55.00 $60.00 Temporary Certificate of Occupancy - Commercial $110.00 $120.00 Fire-EMS Cost Recovery for Emergency Medical Services: Basic Life Support $467.00 $497.00 Advanced Life Support 2 $770.00 $800.00 Per mile charge for transport to hospital $9.00 $9.50 Changes to be effective 7/1/2018 Explanation of changes and additions Cost Recovery for Emergency Medical Services - At the recommendation of our billing contractor, who sees an increase in allowable charges globally, we have increased our rates by the following percentages: BLS - 6.42% ALS 2 - 3.89% Mileage - 5.55% General Services Freon Disposal Fee $15.00 $20.00 Notice is hereby given that the following public hearings will be held on Monday, December 18, 2017 at 6:30 PM or as soon thereafter as possible in the Boardroom of the New Kent County Administration Building located at 12007 Courthouse Circle, New Kent, VA 23124, where the Planning Commission of the County of New Kent may or may not take action on the following: 1. Capital Improvement Plan (CIP): Pursuant to Section 15.2-2239 of the Code of Virginia the Planning Commission will review and make recommendations on the New Kent County Fiscal Year 2019-2023 Capital Improvement Plan based on the County's Comprehensive Plan. The Commission will review estimates of the cost of public facilities and life cycle costs, including any road improvement and any transportation improvement the locality chooses to include in its capital improvement plan and as provided for in the Comprehensive Plan, and the means of financing them, to be undertaken in the ensuing fiscal year and in a period not to exceed the next four years. Copies of the proposed CIP (summary as well as a detailed version) are available for review in the Department of Community Development and the Financial Services Department. A copy of the proposed CIP is also available on the County's website at http://www.co.new-kent.va.us/index.aspxnid=269 . Some revisions may occur prior to the public hearing. The proposed CIP contains project requests totaling approximately $76,355,409 for the next five fiscal years. 2. Application PUD-02-17, Rock Creek Villas PUD Amendment: Mr. and Mrs. Cunningham and representatives from the Woda Group, Inc. have requested several amendments to the Rock Creek Villas Planned Unit Development (PUD). The Planning Commission held a public hearing on several proposed amendments on October 16, 2017 and voted to defer action until the December 18, 2017 meeting. The initial proposed amendments heard at the October 16, 2017 meeting requested to add "Senior Housing Units - Attached, Assisted Living - Attached, Medical, and Physical Therapy" as Permitted Uses in the Residential portion of the Rock Creek Villas Development. The Rock Creek Villas PUD is located just to the East of the intersection of Longview Road and State Route 60 (Pocahontas Trail) in Bottoms Bridge. The Planning Commission will hold a public hearing on revised amendments to the initial PUD application, which include the following: A. Removal of medical and physical therapy uses; B. The Senior Living facility shall be limited to Lots 1-10; C. The Senior Living facility shall be constructed in substantial conformity to the elevations shown on the sketch, Sheet 3, drawn by PCI Design Group, dated 11-2-17, and the site plan sketch, S1, dated 11-01-17; D. The Senior Living facility shall have a maximum of 46 units (previously 56); E. Landscaping shall be added between Lots 10 and 11 and in substantial conformity to the Landscape sketch, Sheet 1 of 1, drawn by PCI Design Group, dated 11-01-17; F. The Woda Group representatives shall install a gate on Rock Creek Villas Drive, south of Lot 10, for private access and emergency services; G. The Assisted Living facility shall be limited to Lots 56-60; H. The Assisted Living facility shall be of the same materials and character of the buildings within the Rock Creek Villas PUD; I. A requirement that the Assisted Living Facility elevations will be brought before the Planning Commission for approval; Questions concerning these public hearings may be directed to the Department of Community Development at 804-966-9690. If a member of the public cannot attend the hearings, comments may be submitted in writing to the New Kent County Department of Community Development, P.O. Box 150, New Kent, VA 23124; by fax to 804-966-8531, or by email to planning@newkent-va.us. Comments received by 12:00 P.M. on the day of the hearing will be distributed to Planning Commission members and made a part of the public record. Copies of applications, proposed resolutions, and staff reports may be viewed approximately one week prior to the hearings in the New Kent County Department of Community Development at 12007 Courthouse Circle, New Kent, VA 23124 during regular business hours or at http://www.co.new-kent.va.us/index.aspxNID=143.
